Fiscal Year Budget

Mayor and Town Council annually adopts a balanced operating and capital budget for the Town which is effective for each fiscal year beginning June 1 and ending May 31.  The budget includes two separate funds, the General Fund and the Water and Sewer Utilities Fund which finance the majority of services.

General Fund
The Town's General Fund provides for the operation of general governmental services including administration, finance, personnel, infrastructure, police, fire, streets, sanitation, equipment maintenance, and recreation. Services delivered through this fund are paid for with revenues which include local taxes, licenses & fees, intergovernmental revenues, fines & forfeitures, and other charges.

Office Hours
The Town of Honea Path offices are open between 8:30 am and 5:00 pm Monday through Friday. 
Should the Town of Honea Path offices be closed unexpectedly due to weather or other emergency,
the closing will be announced on local radio and TV stations.
The Town of Honea Path Clerk’s Office is responsible for ensuring that all town funds are received and disbursed in accordance with generally accepted principles of governmental accounting. To this end, the Clerk’s Office adheres to rigid accounting practices to maintain appropriate controls of all town assets. The Clerk’s Office provides a full range of administrative and support services including cash management and investment of funds, debt management, purchasing, accounts payable and receivable, payroll processing, inventory control, and data processing. This department is also responsible for the administration, coordination, and collection of business licenses and town service fees including water and sewer utilities. The town is subject to an annual audit of its accounting practices and internal controls by a qualified independent auditing firm. As a part of this audit process, the town produces an annual financial statement.

HOLIDAYS
There are ten government holidays throughout the year on which all offices will be closed. These holidays are: New Year's Day, Martin Luther King, Jr's Birthday,  Memorial Day observed, Independence Day, Labor Day, Thanksgiving Day, the day after Thanksgiving, Christmas Eve, and Christmas Day, and day after Christmas.

Town of Honea Path

Town Hall construction began on the municipal building in 1930. Although several additions have been made since that time, the original building appears much the same as it did when construction was finished. Today the building houses the town government offices and police department. The fire department was relocated to Shirley Avenue behind the Town Hall  in 1983.
