REGULAR MEETING
7:00 P.M.
Mayor Meyers called the meeting to order, and asked William Hall to open the meeting with prayer. All stood for the pledge to the flag. Members present: Mayor Meyers, Beverly Crawford, Clerk/Treasurer, Council members: Davis, Gilmer, Haynes, Evans and Lark.
Lark made a motion to dispense the February 13, 2012 minutes as written. Haynes seconded the motion. All voted in favor, and the minutes were accepted as written.
The Clerk read Resolution #02-02 which supports the efforts of the Town to enter into a intergovernmental agreement with Anderson County regarding the collection of real and property taxes.(See attached Resolution) Anderson County Auditor, Mr. Jason Phillips, stated it is time to renew the collection process for taxes. Haynes made a motion to accept the Resolution. Davis seconded. All voted in favor, and the motion was passed.
Mayor Meyers presented a Hospitality request for $2,000.00 from Mr. Allen Ashley for the Battle of Anderson Civil War Re-Enactment which will be held August 12th & 13th of this year. The Mayor also gave a copy to each Council for a Hospitality request from the Merchants Association in the amount of $11,000.00. (See attached request) Also attached is a breakdown of the usage of Hospitality Funds granted to the Merchants Association in 2011. Mrs. Renee McCall stated the Merchants Association plans to have Gospel in the Park sometime in the near future, which will bring a profit for the Merchants Association. Haynes made a motion to give the Merchants Association $11,000.00 out of the Hospitality Fund. Lark seconded. All voted in favor, and the motion was passed. Lark made a motion to deny the request for $2,000.00 for the Battle of Anderson. Haynes seconded the motion. All voted in favor, and the motion was passed. Mayor Meyers stated the Dogwood Garden Club had requested $1,100.00 from the Hospitality Fund for mulch to go around entrance signs coming into town. Haynes made a motion to grant the request. Gilmer seconded. All voted in favor, and the motion was passed.
Mayor Meyers stated we need to have another work session for the FY2012-13 budget. He consulted Council, and it was decided that there be two sessions set up, in case of extra time needed. The dates chosen are March 27th and 29th, both at 6:30 p.m.
Davis expressed thanks to Mr. Bob Sheperd for all his hard work and long hours as President of the Merchants Association. He stated he would also like to extend thanks to Mrs. Renee McCall for all she has done with the festival, and hopes she enjoys her new reign as President of the Merchants Association. Davis expressed April in Great American Cleanup month, and stated litter bags are available at Town Hall. He reminded everyone that Walk with the Docs will be this Saturday at 11 a.m., and that everyone should support this worthy cause.
Gilmer thanked Bob Sheperd, Renee McCall, Fire Chief Jimmy Smith, and Police Chief David King for all they have done to help with festivals and other activities.
Evans asked Chief Smith to thank Mr. Millard DeVore and two EMS personnel for speaking to the children of the Parenting Class about the Fire Department. She reminded the Police Department to patrol Susan Avenue more often. She asked the Street Department to check on the potholes on Carter Street.
Lark stated he also appreciated Mr. Sheperd, Mrs. McCall, Chief Smith, Chief King, and Matt McCullough for all they have done to support our community. He expressed he would also like to take this opportunity to thank all the citizens who attend Council meetings faithfully. Lark stated there are areas in town that are in extreme need of repair, and if there are monies available, or methods of receiving grants, we should do whatever it takes to get these problem areas repaired. He expressed a work order has been done for a limb that is hanging over a State highway that could cause danger.
Chief Jimmy Smith stated that the house and property located on Gaines Road was surveyed today, and asked if Council was interested in going forward on selling this property. Davis made a motion to go forward with selling property after appraisal since the survey has been done. Gilmer seconded the motion. All voted in favor, and the motion was passed.
Mr. Johnny Mattison commended the Fire/EMS for their quick response to a call for a gas leak. He also expressed his concern for the community because of several break-ins, and stated town citizens could have a meeting to discuss what can be done for this problem.
Lark made a motion to go into Executive Session for Economic Development. Evans seconded the motion. All voted in favor, and the meeting was moved into Executive Session.
Lark made a motion to come out of Executive Session. Davis seconded the motion. All voted in favor, and the meeting was moved out of Executive Session.
Davis made a motion to adjourn. Haynes seconded. All voted in favor, and the meeting was adjourned.
