Town Council Meeting

Members present:  Mayor Meyers, Beverly Crawford, Clerk/Treasurer.  Council members:  Davis, Gilmer, Mattison, Lark, Taylor and Branyon.  The meeting was called to order by Mayor Meyers.  Lark opened with prayer.

Beverly Crawford read the May 12, 2008 minutes.  Taylor made a motion to approve the minutes and was seconded by Branyon.  All voted to approve the minutes and the motion was passed. 

Mayor Meyers presented Terry Cooley with a framed proclamation giving him recognition for 28 years of active service with the Recreation Department.  Councilman Davis also presented him with a plaque of appreciation for his dedication.  Anderson County Councilperson Cindy Wilson spoke highly of Mr. Cooley's accomplishments and dedication to the Recreation Department.

Mrs. Wilson presented checks for appropriation from last year for the Recreation Department and Honea Path Senior Citizens.

Beverly Crawford read the Public Notice for the Town of Honea Path's Council Election stating the election date for Council Wards 1, 3 and 5 to be November 4, 2008. Dates for opening the books have been set for September 8, 2008, and will close at 5 p.m. on September 19, 2008.  Davis voted to approve the reading of the Public Notice for Council Election, and was seconded by Taylor.  All voted to approve reading and the motion passed.  Insert attached to minutes.

Fire Chief Jimmy Smith presented Burning Ordinance for the second reading.  Davis voted to approve second reading, and seconded by Gilmer.  All voted in favor of the motion and the motion passed.

Richard Williams wanted to speak to Mayor and Council thanking them for all the work that has been done in his neighborhood on abandoned houses and debris.  He also stated his concern about the safety of the playground equipment that was brought from Dogwood Park to Bridwell Park.

Rusty Burns stated the Zoning Committee had their first meeting on the Zoning Ordinance Book.  He also expressed thanks to National Refrigeration for the refrigerator that was given to the Town Hall by their company.

Gilmer stated she and Mattison would not be attending the annual conference meeting which will be held in Charleston.  She expressed that due to the fact taxes were raised it would be better they not go this year.

Mattison stated repairs need to be made in her area, as well as new signs for some of the streets.

Taylor stated he has had concerns from citizens about the need for a sidewalk on Saluda Street, concern from town citizens about Bridwell Park, and the shortages of jobs in our area.

Branyon questioned the progress on Main Street.  The Mayor stated the contractors  said that the concrete should be finished by June 11, 2008.

Lark asked if we had received the water and sewer rates from Ware Shoals as discussed at the last council meeting.  He also expressed his concern of a report he had received of someone living in a camper behind Bagwell's Station on Main Street.

Davis made a motion to move into executive session to discuss contractual matters concerning BHP Water Authority and Ware Shoals rate structures. A second was made by Lark.  All voted in favor and the motion passed.

Branyon made a motion to to go back into regular session.  Taylor seconded motion.  All voted in favor of the motion and the motion passed.

Davis stated that he would like to clarify that the $33,000.00 that was voted on                 
July 9, 2007 to do work on the Watkins Community Center did not have to be used .

The Town of Ware Shoals would like for the Town to consider their payment to be reduced to $5,000.00 per month from the $10,000.00 they are currently paying.  Branyon made an motion to accept the offer.  No second motion was made. Davis made a motion to negotiate for them to pay $7,500.00 per month and $2,500.00 would go towards the backside of the $89,915.22 owed to them by the Town.  Gilmer seconded the motion.  All voted in favor of the motion except Branyon.  The motion passed.

Davis made a motion to adjourn.  Branyon seconded the motion.  All  voted in favor of the motion, and the motion passed.
